NHK受信料：NHK reception fee

NHKの受信料徴収はいまいち納得いかない点が多い。

テレビを購入するときに受信契約をするとか、スクランブル放送で契約した人だけ見られるようにするとか、理解を得られる方法をとることはできないのだろうか?

There are many points that NHK's reception fee collection is not quite convincing.

Isn't it possible to get an understanding, such as making a reception contract when purchasing a TV, or making it visible only to those who have a contract for scrambled broadcasting?
