日本学術会議の新会員候補　6名を首相が任命拒：Prime Minister refuses to appoint 6 new member candidates of Science Council of Japan
拒否した理由がはっきりしなければ誰も納得しないし、国民の理解も得られない。
I'm not sure about the problem that the Prime Minister refused to appoint six of the candidates for new members of the Science Council of Japan.

If the reason for refusal is not clear, no one will be convinced and the public will not understand.
