核兵器禁止条約：Nuclear Weapons Ban Treaty

日本が核兵器禁止条約に参加しないのは、アメリカが核兵器を廃絶しようとしないから。
アメリカがこの条約に参加しないのは、他の核兵器保有国が核兵器を、廃絶しようとしないから。
 
ということは、核兵器を廃絶するには、保有国が同時に核兵器を少しずつ減らしていくしなかいのではないでしょうか。
Japan does not participate in the Treaty on the Prohibition of Nuclear Weapons because the United States does not try to abolish nuclear weapons.
The United States does not participate in this treaty because other nuclear-weapon states do not try to abolish nuclear weapons.

So, in order to abolish nuclear weapons, the possessing countries must reduce nuclear weapons little by little at the same time.
